It's up to personal preference, but if you liked the features of Picasa, you can try it again. However, if your current editor works well for you, there may not be a need to switch.
I don't currently have Picasa on my new computer. I did have it on my old computer that I no longer have.

Picasa is no longer supported by Google, and is not available for Windows 11. However, you can use the Google Photos app instead, which is the successor of Picasa. You can download it from the Microsoft Store.

It also needs support for face tagging like Picasa. If it had the technology found in hulu and I could tag faces in videos that would be even better! It doesn't have to have the web stuff from Picasa.

Well, the most competitive alternative to Picasa 3 is Adobe Premiere Elements. Besides video editing features, this application provides a photo and video organizing option. You will also have the option to tag faces and integrate flv videos. Go to http://www.adobe.com/products/premiere-elements.html for extra details.
You can use a snip tool and then edit in Microsoft Paint if your computer is compatible with the program. You can download Microsoft paint and then use the selector square tool with the lines and then drag he snipped Chinese characters to the page.
If you're interested in adding flash animations then Flash Vortex.com has buttons you can paste the code for the characters right below the images on your web site.
I assume a download is not available for what you're seeking and that SWIX flash editing tool will not do the trick. Other ways to add Chinese characters to avatar is to sign up to a site with animated characters. If you want to add game characters then YO YO Game Maker or SWIX or a flash file extractor site might help. The Stencyl flash file editor is also good for game sprites and after setting up an account you can make a Sprite and then import to the Stencyl website. Flash CS5 is another choice though it may be obsolete by now.

Picasa has been retired by Google in 2016 but your old webalbums can be viewed here. Hope you'll be able to recover missing photos.
